largely unrelated to any changes in OSHA enforcement efforts. To determine OSHA’s
impact on worker safety and health, one must control for other factors that also influ-
ence worker safety and health.
9.4.2 Empirical Studies of OSHA’s Impact on Safety
As shown by equation (9.7), more active monitoring of safety and health standards
should expand firm efforts to reduce workplace hazards resulting in fewer worker inju-
ries and illnesses. Table 9.1 summarizes the major empirical studies of OSHA’s impact
on worker safety.
