the desired results at the least cost. OSHA’s Cotton Dust Standard required that firms
install engineering controls to limit worker exposure to cotton dust, monitor workers’
health for signs of byssinosis, and mandate that their workers wear respirators in condi-
tions of high cotton dust exposure. Similar reductions in the rate of byssinosis could
