Federal Programs Designed to Address Barriers to EHR Adoption
The Health Information Technology and Economic and Clinical Health (HITECH) Act of 2009 brought an unprecedented and significant amount of investment to accelerate the adoption of healthcare IT to support improvements in the quality, safety, and efficiency of care. A majority of the $30 billion investment is in the form of incentive payments through the Centers for Medicare and Medicaid Services (CMS) Medicare and Medicaid EHR Incentive Programs.10 Informally known as meaningful use, the programs provide financial incentives to eligible professionals and hospitals when they use certified EHR technology in specific meaningful ways to improve quality, safety, and efficiency.
