8.1 Introduction

The next generation mobile networks are on the way to accommodate various applications with different QoS and rate requirements, to support higher mobility at a speed of up to 350km/h, and to deliver services at much higher data rates compared to previous generations. The 3rd Generation Partnership Project (3GPP) is developing and promoting its 3GPP Long Term Evolution (LTE) and LTE-Advanced system specifications, which comprise the existing 3G network and adopt 4G technologies. Though both LTE and LTE-Advanced currently do not fulfil the requirements for 4G standards specified by the ITU-R organization, they have been recognized as a 4G candidate system. In the LTE/LTE-Advanced systems, mobility management is a key component in performance optimization where we are facing a heterogeneous network, which is composed of different types of cells and relays.
