Whereas skywave over-the-horizon (OTH) radar represents the only ground-based sensor capable of target detection and tracking at ranges of thousands of kilometers (without the aid of a satellite), two-way surface-wave propagation in the HF band represents an alternative mode that may be exploited to provide wide-area surveillance over shorter but nevertheless OTH distances in the order of perhaps hundreds of kilometers.
