BEGINNING OPERATIONS

The proposed system anticipates two types of traffic: high-speed passenger trains and high-speed freight trains consisting of highway trailers on flatcars modified for efficiency in high-speed service. In beginning service, it may be expeditious initially to operate combined trains, containing passengers and trailer-on-flat-car (TOFC) in the same train.

The proposed system could begin by taking over operations of an existing carrier, or piggybacking its operations on to those of an existing carrier. This should eliminate, or at least minimize, difficulties due to complaints of other carriers objecting to the instigation of the proposed service.
