What Does Congress Do?
While federal agencies carry out and enforce laws, Congress writes them. Congress also researches and holds hearings on issues it legislates, oversees federal agencies, confirms the political appointees who run those agencies, and establishes foreign policy. In addition, Congress investigates various government activities, as in What did you know and when did you know it?
