One approach to dealing with the inherent complexity of programs is to develop a model of the work based on planning. Such models can be very useful in determining whether or not to proceed and how to do so. Program plans comprise multiple project plans, and modeling the overall program using these lower-level plans provides a powerful tool for understanding and organizing the work.
