In early 2000 the ASN sent a first clear-cut and definite signal in a letter
announcing a safety review at the Minotaure facility (cf. Sidebar 4). The letter,
dated February 16, was addressed to the licensee and stated that in order to be
able to renovate Minotaure so that it could continue operating, the CEA would
have to perform a safety reassessment. The letter also included a list of
