Workload and Staffing

A large portion of our work is in workload and staffing evaluations. We often utilize a technique called job sampling, which involves our observation of an operator performing his job in 4 h increments of time. A criticism is that the individual knows he is being watched and will either be at his best or potentially “make up work” to appear busy. While the latter has certainly happened, and we count on the former to ensure our results are conservative, it is not universal that people act busy when they are watched. There have been repeated instances in which the individual being observed has fallen asleep.
