INTRODUCTION
Globalization processes have not decreased the interest in local development perceived as a cat-
egory of socioeconomic growth. This development will be constantly identied with creating the
best conditions of life in the local environment as possible by striving to achieve effective organiza-
tion and structure as well as correct functioning of the local social system, in other words, a certain
