The new optional flag TMAMHRSP is for OTMA input commit-then-send transactions (CM0)
only. When TMAMHRSP is specified for an input send-then-commit (CM1) transaction, IMS
OTMA ignores it. The DFS2082 message has been supported for OTMA send-then-commit
messages without the need of setting any OTMA message prefix flag.
