P4.3.3 Determine the optimum time to measure the controlled, improved
process. This will reveal whether or not the improvement measures
were effective. If the Assessment is too soon after implementation, the
process may not have become stable. If too late after implementation
in which the improvement is not effective, time and resources will be
wasted.
tip Measure the process soon after implementation to ensure the improve-
ments appear to be working. To measure the effectiveness of the improved
process, allow time for the process to have stabilized and achieve a stable
state of IQ. For example, to measure the effectiveness of enhanced training,
you must allow enough time after the training (four to five weeks) to deter-
mine that the training became part of the Information Producers’ habit.

Objective of Step P4.4
Confirm the effectiveness of the defined Process Improvements in a controlled
way to ensure that the improvements meet Knowledge Worker Expectations
and have not introduced Negative Side-Effects.
