In the future, infrastructure will be shaped by very different factors than those that defined infrastructure needs over past centuries. PPPs have given us a glimpse of the future, but they are still a limited-use alternative to procuring public-sector infrastructure in transportation, energy, social infrastructure, public utilities, government offices and facilities, and even specialized services in communications and defense. To a large degree, PPPs have maintained the status quo by replicating traditional solutions.
