Ownership Structure
In most cases, the sovereign owns 100 percent of state-owned production companies such as Saudi Aramco or the Kuwait National Oil company. The sovereign owns the mineral rights and determines participation in the energy sector. Below we will review another form of ownership structure among NOCs such as hybrid or mixed-capital ownership structures. In a mixed-capital or hybrid structure, ownership is held by both the sovereign and outside investors.
