All Linux distributions have a compiler, gcc, that can be optionally installed in addition to the other packages. It is a command-line compiler that supports ANSI C and C++.

There are plenty of open source development tools and add-ons found at SourceForge (http://www.sourceforge.net) that can be used alongside gcc and its related tools, such as the debugger gdb.
