Gibt es politische Pflichten zum individuellen Klimaschutz?

1 Das Ausgangsproblem

Haben Individuen Pflichten, sich für die Unterstützung des Klimaschutzes einzusetzen, auch wenn ihre Emissionen hier kaum ins Gewicht fallen? Diese Frage möchte ich im Rahmen des Handlungsutilitarismus stellen. Wie J. Nefsky betont, betrifft das Problem jedoch nicht nur Utilitaristen:

The problem for non-consequentialists is that, even though they do not think that all that matters morally is the difference you make in outcome, it’s not clear how there could be any reason to X, which connects appropriately to outcome Y, if X-ing cannot make any difference with respect to Y.
