The 2005 survey sees a dearth of focus on organizational leadership, vision, culture, and building values as organizations concentrate instead on restructuring, attending to shareholder needs, dealing with day-to-day management needs, and responding to crises. Where has all the leadership gone? One thing is clear: Australian managers don't think it resides at the top of their organizations. The perception of these managers is that their CEOs are only marginally effective. It seems also that the lack of leadership starts right at the top, as CEOs rate their own bosses, such as board chairs, as worst of all.
