A scandal is simply the name we give to the worst counter-story a leader can confront. As a journalist, I covered two of the biggest Washington scandals of the twentieth century: the Monica Lewinsky affair and the Iran–Contra affair. The former could have brought down Bill Clinton. He was impeached but survived on a narrow vote in the US Senate. Iran–Contra is less well remembered now, but it could have brought down Ronald Reagan.
