In this chapter, I aim to illuminate and discuss the changing role played by libraries in the development of UK distance education by considering the development of the UK Open University (UKOU). After some initial failure to consider the provision of library materials, UKOU course designers attempted to provide self-sufficient packages, which would include all the necessary additional reading, and to encourage students to buy books where they could not borrow them.
