Employing staging workflow and other workflows

In a staging environment, users can work on the working copy by a staging workflow. For instance, a proposal applies to any web content (for example pages) that enters the workflow; whereas a review exists when a proposal is assigned to a reviewer. In the staging environment, we discussed that an actor, Staging Manager, has the power to create or break a staging environment. This actor is either the community owner, super user, or someone who has been granted the MANAGE_STAGING permission.
