Eciency became a stand- in for legitimacy based on a syllogistic logic in which
political corruption results in ineciency; therefore, eciency results in legitimacy.
In fact, eciency became the new symbol for achieving “man’s moral purposes”
(Waldo 1984, 53). Eciency was used to dene what is meant by ‘good’ or
‘correct’ administration” (Ostrom 1989, 36, emphasis in original) and “‘good’
or ‘correct’ administrative behavior” (Simon 1976, 39). It was “apotheosized and
given a moral content” (Waldo 1984, 58). In
