12.1 Introduction

This chapter starts by introducing the basics of financial management concepts including the main functions of accounting, the accounting-cycle phases, the main bases of accounting, and the progressive adoption of accrual accounting by international organizations (IOs). It then describes the budgeting processes, methods, and tools from the IO practitioner’s perspective. Furthermore, it discusses the expected benefits of the adoption of full accrual accounting.
