One way that organizations with mature earned value processes over-
come this issue is by planning and tracking separate earned value metrics
for each of the different functional areas that will be performing work on
the project. They can then see how each department has been performing
against its budget, isolate the impact of overspending in those areas, and con-
duct trend analysis based on functional department performance. Figure9.8
shows how this might look for a project within an engineering organization.
