There is a process that's tuning systems to the edge of chaos, and causing them to change once they get there. It's called coevolution. The central idea is the fitness landscape.

A fitness landscape describes the internal characteristics of a genome, or an organism, or a population. In other words, there are combinations of genes in a genome, or traits of an organism, or characteristics of a population that make it more fit than some other combination. These “more fit” combinations are called fitness peaks. Any given random mutation can make an organism more or less fit, higher or lower on the terrain.
