1. What do I mean by turbulence?

What I have in mind when I discuss turbulence is a state of disorder characterised by confusion resulting from unexpected deviation or agitation. What has been called a period of permanent white water.

Turbulence arises when the reliability of our understanding of cause and effect weakens and breaks, and uncertainty grows. Effects arise unexpectedly because their causes are either obscure or are ignored. Additionally, the frequency and magnitude of these unanticipated events increases.
