Disk I/O tends to be the main bottleneck with Cassandra. Therefore, if money isn't a barrier, you should always use solid state drives (SSDs). Cassandra has configuration properties that can help to take advantage of the increased read times that SSDs can offer.
On the other hand, there are times when it makes economic sense to go with spinning disks instead. In this case, you'll want to employ some other optimizations, such as procuring a CPU with a larger amount of cache and defining your commitlog to be on a different mount point.
