Exchange Server's primary purpose is to send, receive, and store messages. In previous versions of Exchange, messages delivered locally (to a user whose mailbox was on your mailbox database or another database on the same server) never actually left that particular server. In fact, they never even left the Information Store service's handle. That changed with Exchange Server 2007 and has been built upon in Exchange Server 2010.
