The Telnet client is not installed by default in Windows Vista, Windows 7, Windows Server 2008, or Windows Server 2008 R2. On a desktop operating system, it must be installed by using the Turn Windows Features on or off option found in Programs and Features. On a server operating system, it can be installed through the Features section of Server Manager.
