After you launch Excel 2013, whether from the Windows 8 Start screen or the All Programs list in Windows 7, the Excel 2013 Start window opens. This screen is designed so that you can get started quickly, no matter if you’re starting a new blank workbook, beginning with a template, or opening a file in which you’ve already worked.
