SharePoint Designer 2007 is the most frequently used tool for creating many of the components involved in branding a SharePoint site. Nonetheless, there are some pages that SharePoint Designer 2007 can’t modify. Because SharePoint Designer 2007 reads and writes its changes to the content database, it can’t change any page or file that is not ghosted to the content database.
