16.2. Test Methods
Test methods must be defined according to the goal of the test. Usually this is done by selecting one of the methods recommended by the International Telecommunication Union (ITU). In fact, both the T sector (ITU-T, formerly CCITT) and the R sector (ITU-R, formerly CCIR) have been very active in defining subjective assessment methodologies since the 1970s. ITU-T mainly addresses methodologies for speech quality evaluation both in analog and digital systems, whereas ITU-R mainly addresses methodologies for audio quality evaluation.
When ITU methods were considered not suited to the goal of the test and type of excerpts to be evaluated by MPEG, new test methods were developed based on psychometric principles [Guil54].
