Fairness

Is fairness a just argument for rejecting an otherwise good proposition? Many argue in favour of fair solutions and a fair distribution. Should a member of a local council say no to a company which can contribute a solution to the unemployment problem in his municipality because it is unfair that the company owner should become a millionaire within a short while? To some people it is not fair that others make a lot of money. If these people had the power, would it then be more fair to allow them to make a decision which entails that others cannot get a job?
