It is especially in the private building market that NCC building activities have been based on co-operation agreements and the partnership model. Denmark’s biggest client, the public, has, however, been locked by EU rules for public tenders.
‘It has blocked the municipalities and the counties from using the advantages of the partnership concept. According to a circular they needed drawings made and the building job put out to tender in order to get a low price,’ explains Torben Biilmann.
