So, if complexity is beyond the wit of a single individual and hierarchy/bureaucracy is procedurally unsuited to managing complex environments but collective leadership is unable to gain enough trust, legitimacy and authority to coalesce ideas and energy around sustainable coordinated action, what is to be done?
