Chapter 3 – Empowering the Nonprofit to Lessen the Burden of Government

For an organization to be designed to lessen the burden of government, it has to say so in some form in its charter, such as the wording of the purpose and description found in Section 6(b) of the charter of the Fairfax Library Foundation. It defines the existing ordinary burden, how the Foundation would help lessen it, and where—the government or jurisdiction:
