Corruption and the inefficient management of costs, including cost overruns, are organization killers. They reduce the ability of the organization to successfully transfer a burden of government, destroy the confidence that collaborators and others have in the organization, and left unattended will render the organization either a corrupt entity as in Chapter 1 or a financially challenged one. In either case, this spells failure in the mission of relieving of the burden of government.
