A country's border defines the reach of its laws. Every country in the world has its particular version of the law. An act illegal in one country may not be in another. Laws between countries have always been agreements, treaties, and other diplomatic arrangements. For the most part, the law is enforceable only in that country. The Internet muddies this because communication over the Internet is oblivious to territorial borders. It may be impossible to adhere to all the laws in all the areas the Internet touches. It may be impractical. The question becomes one of whether any country can impose laws on users outside its jurisdiction.
