might impose more practical PMD limitations. In an effort to budget PMD for a 986-
km system, we computed known PMDs due to fiber spans and DCMs, but found that
an excess PMD of about 0.6 ps per span was required to explain the observed level
of PMD. This unbudgeted PMD was apparently the result of other optical system
components residing in offices and in huts. As optical technology improves, with
