NEW_TIME (date, z1, z2)

Converts a datetime value date from time zone z1 to a date/time value in time zone z2. Time zones must be chosen from the time zone identifiers listed in Table 8-2. Note that There is no relation between these identifiers and the TZD and TZR format elements used for time zones in the timestamp values introduced in Oracle9i.
