Opens a connection to an SMTP server on port of host with tx_timeout. If connection c is passed with the call, the return is a reply record type; if not, a connection record type is returned.

Performs cmd with arg for connection c. If cmd generates a reply, use the function. If cmd generates multiple replies, use the COMMAND_REPLIES function.
