BILLY RAY’S STORY
BILLY RAY CAME to my late husband, Raymond, and me when he was fifteen months old, with the label of Down syndrome, suffering from malnourishment, and battling chronic ear infections. He had been hospitalized a month before placement for total dehydration resulting from severe ear infections. We were his second adoptive placement, the other lasting only four months. He had been in two foster homes before the failed adoptive placement. Thus we were his fourth home in fifteen short months.
