PRE-AWARD: USING PAST PERFORMANCE AS AN EVALUATION FACTOR

“… [P]ast performance shall be evaluated in all source selection for negotiated acquisitions expected to exceed the simplified acquisition threshold.” FAR1

This chapter provides guidance to government personnel in preparing a request for proposals (RFP) when past performance is used as an evaluation factor in source selection. The evaluation process has not changed. Past performance has been and remains one of the six non-cost evaluation factors cited in the FAR that may be used to assess the quality of an offeror’s proposal. What has changed is the requirement to use past performance as an evaluation factor or significant subfactor in source selection.2
