The source selection authority (usually the contracting officer, but it may be another appointed official for major acquisitions) makes the final award decision based on the accumulated evaluation information developed during the course of the acquisition process. That information includes the initial evaluation report supported by the individual evaluators’ comments, documentation of the competitive range determination, the final evaluation report with its supporting documentation, and the award recommendation.
