The definition
The definition of public transport is usually confined to the network of those passenger-carrying services used by the public on payment of a fare. By convention, air services are often excluded and the status of taxis and private hire cars is ambivalent. Three common attributes are important:
The great majority of services are run at published times over set routes, although taxis, hire cars and some mini-bus services are demand-responsive with individual ad-hoc arrangements made between the passenger and the provider.
Operators are paid from the collected fares, often augmented by monies arranged by the state.
