rating of the capacitors. Off-line converters must pass regulatory testing which
places an extra voltage stress upon them. The test is called the dielectric with-
standing voltage test or “HIPOT.” Any capacitor placed between the input lines
to the earth ground lead (green wire) must be able to withstand this test voltage.
These voltages are: UL, 1700VRMS (2500VDC); for VDE, IEC, and CSA, 2500
VRMS (3750VDC). To pass the regulatory agencies in the European common-
