Interpretation of the plot

In the following plot, the splitting of the nodes is purely based upon state, with no insights on how the states were grouped. Notice that state.region does not factor at all in the splitting algorithm, so it would be a good guess that much of the splitting is purely mechanical and visually, no obvious grouping is reflected in many of the splits:
