F.1.1 Introduction

Earned value management (EVM) has evolved to be a global best practice in performance management systems. The methodology is being applied across a wide spectrum of endeavors in many different nations and in many different industries. Yet, in any environment other than the U.S. Government, U.S. Department of Defense (DoD), and the defense departments of some other countries, guidance in the application of EVM is generally lacking.
