6.1 Costs and benets of capital and liquidity requirements
Tighter nancial regulation, in particular regarding capital requirements, in the af-
termath of the GFC gave rise to a debate that opposed the nancial industry to public
authorities (central banks, supervisory authorities, and international nancial institu-
tions) as well as the academic profession regarding the assessment of the eectiveness
of the overall regulatory framework. The debate was particular lively in the imme-
diate years following the GFC, but new contributions also appeared ten years after
the GFC.
