As incredibly useful as workflows are in helping to manage business processes, historically workflow technologies have suffered because of their static nature. After a workflow has been created, to change the workflow to reflect a new business rule, the workflow would need to be rebuilt (resaved or recompiled depending on the workflow technology used). The inability of a workflow to be fluid over time (as the business it helps to run often is) was a severe limitation of many workflow implementations.
